XM NAMES SEASONED TELECOMMUNICATIONS EXECUTIVE, STEPHEN R. COOK, SVP, SALES AND MARKETING

Washington D.C., March 03, 1999 -- Hugh Panero, President and CEO of XM Satellite Radio Inc., today announced the appointment of seasoned telecommunications executive, Stephen R. Cook, as Senior Vice President of Sales and Marketing. With more than 15 years experience launching and marketing new consumer products, Mr. Cook has held key management positions with GTE Wireless Inc., Procter & Gamble and, most recently, Conxus Communications, where he was Chief Operating Officer. At Conxus, he successfully launched the company's portable voice messaging product, Pocketalk, in the top 12 US markets.

"Steve Cook combines an entrepreneurial flare with a proven track record for bringing new consumer telecommunications products to market and a brand discipline gained at Procter & Gamble," said Mr. Panero to whom Mr. Cook will report. "He makes an excellent addition to our management team, which already consists of executives from such industry leaders as Hughes Communications, Motorola, Sony and TCI/Liberty Media, among others. Steve will be instrumental in XM's consumer launch in 2000."

Mr. Cook will be responsible for building brand equity and awareness, distribution strategy/development, product marketing, and driving subscriber growth and advertising revenue.

He joins XM from Conxus Communications, provider of the innovative Pocketalk voice messaging service, where he was responsible for marketing, sales and distribution, advertising, product development, and customer service. In addition, he directed distribution alliances with several regional Bell companies and voice messaging providers.

Previously, Mr. Cook was with GTE's high growth cellular business where he held senior marketing positions prior to being named President of GTE's largest cellular region. In addition to his telecommunications experience, Mr. Cook spent five years with Procter & Gamble as Brand Manager for several different national brands.

Mr. Cook, 43, holds an MBA from the University of North Carolina Graduate School of Business, Chapel Hill, and BS from Duke University in Microbiology. He will relocate from Greenville, SC, to the Washington, DC-area with his wife and two children.
